When water forms icicles on a roof, that's usually an indication of an ice dam, where liquid water collects behind an ice wall. Warmer water from higher up on the roof feeds this ice dam as it melts down to the lower, colder section. From here, the liquid water can find cracks and openings in the exterior roof.
